Labor insisted on calling the civil servants' organization a "labor union," which the government rejected, breaking off the vice-ministerial talks at the labor panel.

The commission said it will report the outcome of the talks so far to its ministerial body and end its yearlong discussion over the issue. The Ministry of Government Administration and Home Affairs is set to enact a bill on the government workers' union based on the outcome by the end of the year.
